Does the family of a weterner groom have to pay a dowry to the brides parents? How much?

Do the grooms family also pay for the wedding and dress?

Yes, that is correct. In ancient China, even nowadays, the bridegroom pay the dowry to the bride's parents as well as the wedding things.
