Validity of Physical Exam Record issued by the leading Govt of Karnataka Hospital

Ive an InvitationLetter & confirmed Work permitfor Employment in China.
Eventhough I had submitted a genuine Certificate of 'Physical Examination for foreigner' from an Autonomous Govt Aided Victoria Hospital,bangalore, the Embassy in Mumbai has rejected my application since the Seal of Govt of Karnataka does not carry the Asokha Lion Emblem!!!
I resubmitted by attesting a Duplicate copy by a Group 1 Gazetted officer,but still my Consultant claims it will be rejected & wants me to Get an Asokha Emblem seal on the Original Certificate.
PLS ADVICE IF ANY HOSPITAL/DOCTOR IN KARNATAKA HAS THE AUTHORITY TO USE ASHOKA EMBLEM
