Confirmation Letter for Foreign Experts

How does an employer go about getting the "Confirmation Letter for Foreign Experts" from the State Administration of Foreign Experts Affairs of the PRC?

The employer should apply this for his employee with valid passport, and two passport-sized photos, resume, degree certificate, and approval of the request to employ foreign experts.
