You will go for sightseeing instead of public or governmetn affairs, so I'm afraid you will have to apply for a tourist visa for this.

Sir,
I am confused from two different responses. In any case I did apply for L VISA along with following:
a) Confirmed Air Ticket b) Confirmed Hotel Booking c) NOC from my employer d) Bank Statement
However, the consular officer responded that they were not issuing any tourist visa and I should rather apply for F - Exchange. How can I apply for this when I am visiting as tourist. I shall be grateful for your response since Chinese Consulate will be closed from 1-7 October. Otherwise I will have to cancel my ticket & hotel booking at a big loss.

Do you know anyone in China? or you may need to contact a visa agency for help with an invitation letter issued by an authorized department.
