best time to visit taipei

I am having two options for the traveling period... Which is suitable: End of July or September in T? I scare got Typhoon and rainning...

Hi, actually, the best time to travel there is around Oct. to Nov with very good scenery and weather.
The typhoon season is from Jun. to Oct. So the two choices may be not good choices both.
Anyway, Sep. is better than Jul.
