Please advise best way to travel from Nanning to Daitei Waterfall near the border of China/Vietnam

You can take the coach at Nanning North Passenger Transportation Center to go to Daxin County. Upon arrival at Daxin, you should transfer to the bus of the route 'Daxin – Qilong – Detian'.
