green grasslands, blue skies, cool weather in hohhot?

Hi, I would like to ask which months are the grasslands greenest, with the most clear blue skies and cool weather all at the same time? Thank you very much! =)

Well, if you want to go there under the condition you mentioned. April is suggested, with green grass, blue sky and cool weather. The early September is also suggested. Even though the grass then is not as green as April, apart from other conditions, you can enjoy the Nadam Fair.
