Can I bring a lighter with me out of China if there's no gas inside?

Can I bring a lighter with me out of China if there's no fuel/gas inside? If yes, where am I supposed to keep it? Or otherwise, is there any way for me to bring it back?

Generally speaking, a lighter is allowed to take on the plane in your carry on baggage, but you have to declare and explain clearly to the custom.
