One day service for visa processing

I would like to rush my application in order to catch a flight later that evening, is this possible, I can drop off my application in the morning and pick it up in the evening before my flight? it says application drop off only from 9 to 12, but be in the gate before 11:30, and 1:30 to 5 is for pick up? Is this a true statement?
