To apply for the VISA, can I do it directly at the consulate in Melbourne?

Hi I am currently living and studying in Melbourne, I am planning a tourist trip for december. Can I do it directly at the consulate in Melbourne bringing Form V2011B and Form V2011A? or do I have to use the site "visaforchina"? Many thanks
