Does it cost people with Chinese cellphones anything to RECEIVE calls from the UK?

Hello, Lucy. Generally speaking, it is not charged when they are stay at home.
It means, if your friend has Xian Sim card, and when she or he will be free to recieve your phone calls in Xian, China, but the roaming fee will be charged when they are not in Xian.0
