Yes, you can apply for a new passport in China from your embassy or consulate. If you live in Shanghai, Zhejiang or Jiangsu provinces, you should submit your application to Shanghai consulate. But if you live in Anhui, Gansu, Guizhou, Hebei, Heilongjiang, Henan, Hubei, Jiangxi, Jilin, Liaoning, Qinghai, Shaanxi, Shandong, Shanxi, Beijing, Tianjin, Chongqing, Inner Mongolia, Ningxia, Tibet, Xinjiang, you should go to Indian embassy in Beijing. According to consulate in Shanghai, you are advised to register online for new passport before going. Documents needed are your passport, the application form, four square sized 2 inch*2 inch [51mm*51mm] photos with light background, and a reference form available at http://www.indianconsulate.org.cn/site/?q=node/174.
