If your marriage certificate is issued in Philippine, you need to get it authenticated by Chinese embassy or consulate in Philippines. If your marriage certificate is issued in China, you should go to your embassy/consulate in China.

You should have your marriage certificate authenticated in DFA (red ribbon) then bring it to Chinese Embassy to authenticate it. The will put a sticker at the back of your document and that's it. But the processing will take 4 days, as I remember.
