foreign expert's certificate past 5 years

is there a new law that anyone on a foreign expert's certificate past 5 years is being asked to leave China for 2 years?????

No, it is not true, but it is possible for those who are passort holders from some countries. Where did you get this information?

It is true: Here's the law in Chinese, The PSB can't help you on this, you must go to your Foreign affairs office.
国家外国专家局、财政部外国
文教专家工资和生活待遇管理办法

第十九条外国文教专家连续在华工作一般不得超过五年，再次应聘两年以后。

Continuous foreign experts working in China generally not exceed five years, candidates can work in China again after two years.
