There is no direct shuttle bus. It is a little inconvenient to make transfer during the journey. You'd better catch a taxi.
Or you can take the airport shuttle to reach Tanggu and then take a taxi to the Cruise Port. In this way, it is much cheaper.0

It is hard to tell you, because different car companies have different prices.
Once I asked a private to pick me up from the airport to the city center and it takes us about 220RMB. To reach the port in Tanggu, the fare will be higher.0
