How long does it take to apply for a Hong Kong tourist visa at the China Embassy in Singapore?

I am a PR, Myanmar national in Singapore. I have bought my tickets to Hong Kong, and my travelling date is on 20 Sep. I read that the processing time is about a month, how long exactly it is?

Will I be able to secure a visa in time for my departure date?
I was thinking it would probably take a few working days, and never expected a month processing time. Anyone here know anything on the expediting the visa application process?
