It will take you about 70 RMB. Or you can take the airport shuttle buses line 3 from the airport to reach Dongzhimen and then take a taxi to reach your hotel. It is probably cheaper than taking a cab directly from airport to city hotel.What do you mean by saying layover tours? Do you want to layover in the Beijing International Airport or do you want to join some tours?
