Do I need an 'invitation letter' if I just want visit family or sight seeing in China?

It is ok if you can not provide it, you can just provide travel itinerary, return ticket and hotel reservation instead.

and friends, so I don't have hotel reservations. But I do have return ticket, so I will need the 'invitation letter'? Is there a formula/format that could be used by my relatives in China?

Yes, if you have no hotel reservation, you need to provide an invitation letter from your family in China. There is no format of it, but it should be include your personal information, the photocopy of the ID of the inviter is required as well.
