How to get visa for study?

i would like to go for studies in September 2012. how do i get it. which form i have to fill. i called to your office in Male' at noon. the once who answered the phone hangup the phone saying this not business hour. he was really rude,

Do you have gotten Enrollment Letter and Student Application Form (JW201 or JW202)from the university? if yes, you just need to fill form V2011A.
