Could I have the chance of having China tourist visa without presenting my ticket yet?

Hi ,
I want to get chinese visa in Bern ,I want to visit china for 3 to 4 days while having vacation in the Phils for 25 days .I decided to buy my ticket in the Phils because I want to bring with me my 2 two sister living in the Phils in China .Could I have the chance of having visa without presenting my ticket yet .
