I am a Bristish Citizen, resident in Romania, can i apply for a chinese visa in Budapest?

I have been invided to attend a presentation in China to exhibit my companies products, i live in North west Romania, and it is easier for me to travel to Budapest than Bucharest with the application, i require a 6 month multi entry visa, that can be issued in a day.
