In Baoding, I think the Power Valley Internation Hotel is the best one and the price is about 400-500 RMB per night for standard room. As for Beijing, there are many 5-star hotels and it is hard to recommend one hotel for you. For instance, Prime Hotel and The Peninsula Beijing Hotel are two best hotels in Beijing.1
