Chinese Z visa from Russia

I am from England working in China. My Z visa expired before I got a new contract. I changed it to a L visa. Now that I have the invitation letter to apply for a work visa I have to get out of China. I live in Harbin and will be travelling to Vladivostok soon. Can I make the Z visa there? The alternative will be to go to Hong Kong which is quite far

I am afraid not. For Z visa application, the place where your are going to apply for it is included in your invitaion letters. If it is written to be done in HK, you need to alter your trip to HK. Apply in other counties may require you the residence permit or long term visa for that country.
