Yes, you can apply for a China visa in Russia with your humanitarian visa. The regular visa processing takes 5 working days, so, you may need to use express or rush service to get visa earlier. Visa fee is ruble 900, fee for rush service is ruble 900, and ruble 600 for express service.

2) shell i apply on my own or through agency (can you recommend any or i can get your office address in Russia - i could not find it through contact page)
3) in which currency i should proceed my payment

You need to provide your original passport and copies of its information page, application forms V2011A and V2011B, photos, return ticket and hotel reservation in China. Your Russian visa is needed as well. You can handle this either in person or through a travel agency if you can not go personally to the office. Sorry that I can not provide any agency here. You can pay by credit card.
