Sri Lankan Student who studying in Japan needs to visit China for Internaltional conferance

Greetings!! I'm a Sri Lankan PhD student who is studying in Japan(Fukuoka). I need to participate in an International conference which will be held in Beijing, China in the last week of September 2012. I have two questions to ask in this regards,
1. Can I apply Chinese visa from the Consulate general of Fukuoka ?
2. I will be leaving Japan for the summer vacation and hope to come back on 10th September 2012. So If I apply Chinese VISA around 11~13th September, is it possible to get the accepted VISA before last week of September?

1. yes, you can apply for the China visa in Fukuoka.
2. It's possible, but you'd better prepare all the requried documents well in advance. It usually takes 4 working days for the consulate of China there to process a visa for you if you submit all the documents.
