want to know procedure to visit defence technology especially polytechnics in chaina

dear sir/madam i am a defense officer here from Major General Mulugeta Bulu Technical College ,Ethiopia and want to visit defence and other polytechnics in chain.
we want TO make the PROCEDURE via the government and defense attaches but i want to just begin the step.
1. would you tell pls the procedures that we fellow?
2. how can i get the lists of defense polytechnics college their in chaina?
