From Observatory Rd to Ocean Park, you can walk to Tsim Sha Tsui Station and take bus no. 973 to get off at Wong Chuk Hang Road, which is very close to Ocean park. And then you can take bus no. 629 to Admiralty Station, where you can take the cable car to Victoria Peak.
