Can a citizen in Finland apply for a Chinese tourist visa at the embassy in Nairobi?

There is an option "Other countries" listed on the visa fee web page, but are there restrictions for which countries can apply in Nairobi? We will be in Africa several months before going to China, so we cannot apply for the visa in Finland (max 3 months in advance).
