Get VOA on Shenzhen

Hi!!! I'm Antoni, Indonesian Citizen, Can I get VOA on Lou Hou border cause I have the next flight to Bangkok from Shenzhen Airport ? ( My arrival time in Hong Kong on August 10 and the next flight to Bangkok on August 12 from Shenzhen airport). I plan to go to Shenzhen when I arrive in Hongkong directly from airport.
