Taxi or the hotel free shuttle buses can be your best choice, since Macau is not very big.
Except the City of Dreams, all the other spots are in Macau peninsula. The City of Dreams is in Taipa, which is near to the airport.
You can visit all those places in one day, but it may be a little bit rush.
You can first go to the City of Dreams and then take their Lucky Express shuttle bus to go to the Macau Tower.
The fisherman's wharf, Lutos flower in Bloom, Sandi Casino and the Macau tower are very close to each other and you can walk to see each of them. Then you can take a taxi to the Senado.
Senado Square and St Paul Ruin are close to each other and you can walk to to see.
Last you can take a cab to see the A-Ma Temple. After that you can take A10 bus to go to Sandi Casino to take their free shuttle bus to go the Port to take the ferry for HK.
