schedule for snow and ice festival 2013

When is the ice and snow festival for 2013? We are planning to visit harbin between 9-16 feb 2013. Will the festival still be on during those period?

Generally speaking, the festival starts at the beginning of Jan every year and during Feb. 9-16 in 2013 there are activities still, so do not worry about it.
