Same day Visa application

I live in Pennsylvania. If I travel to the embassy in Washington, DC and apply for a 3 month tourist Visa, can I get same day service?

My travel date is in November and the website indicated something about same day service is for emergencies only. It would be difficult to travel back to pick it up after 4 days.
