ice wine and milk powder

Hi, how many bottles of ice wine can bring to china per passenger? Or how much ml within the exemption?

And what is the limit amount of milk powder I can bring without paying extra $

Free duty alcohol under 12 degree cannot be over 1.5 liter.
If your milk powder is not over 1.8 kilogram, you do not need to pay the tax.

The wording on the customs form says that the limit is 1.5L over 12 degrees. That would imply that there is no limit on alcohol under 12%, correct? And ice wine is always under 12%.
