Chinese visa for French resident

We are an English couple resident in Haute Savoie, France. Can we obtain our China visa in Berne? We aren't going to the UK and Paris is too far away to go. Also, we are flying to Beijing, but taking the train afterwards to Vietnam. These train tickets can only be obtained a month before the trip. We have already arranged this.
