Must a China visa always be obtained from a traveler's own country?

Must a China visa always be obtained from a traveler's country of citizenship or can it be obtained through a China embassy in another country? I am currently in China and in the process of obtaining a work permit and visa. Must I return to my home country to obtain a visa or could I go to a nearby country to obtain the Z visa?
