Transit visa to Mongolia

I am going to Mongolia, passing through Beijing airport. i am staying in the airport for about 4 hours only. I'm also passing through Beijing on the way back. Do you recommend that I get a transit visa and why?

If you will not leave the airport during the stopover and the transit is less than 24 hours, then, visa is not required.
