There is no such news released on their official website. If you do not want to apply in person, you can entrust someone else or a travel/visa agent to submit your application at the visa office. No appointment is required.

I want to know whether having a felon charge, non violent, will affect passport, visa applications, or entrance into China @ Beijing on tour with group, river cruise also up the Yangtze R.? (Viking, AAA)
