About:Chinese Consulate in Toronto

the Chinese consulate online appt booking isn't working - can I just walk in and be seen?

The phone message and online info are contradictory at the Chinese Consulate in Toronto, and I can't get a live person to ask there. Can I just walk in to the consulate and line up for an appointment to get a tourist visa?-
