About:Chinese Consulates in Japan

Should I apply the visa before or after the New Residency Management System?

I am a Malaysian citizen, student in Kobe University. I am planning to go to Dalian for research visit with my Professor in August 2012. Since the alien registration card will be replaced with a new resident card starting from July 9 2012, when should I start applying the visa?

You can apply after you get the new resident card. China visa processing takes 4 working days from Chinese embassy/consulate. So, time is enough.
