Visa for a transit of 4 days

I am of German nationality with a permanent visa in Japan.
I will be traveling from Japan via Beijing to Germany - arriving in Beijing July 10 and leaving from there to Germany July 14.
I am planning to go to your Embassy in Tokyo tomorrow. Will I be able to receive the visa tomorrow as it is a long way from my place in Kamakura to the Embassy?
How much time will it take me to get the visa tomorrow and how much is it?
