inquiry about foreign experts certificate

hello
can schools in china can still give foreign experts certificate to filipinos? is it true that foreign experts refuse giving foreign experts certificate to filipinos or not renewing foreign experts certificate?

my filipino friend who works in anhui as a teacher the foreign experts did not renew her experts cert. the sch renewed the contract but the foreign experts did not approve. then she found a job in beijing weeks ago but same reason foreign experts wont give her foreign experts new law they said. may 2012 new law for filipinos only. if you stay with your sch its ok but change employer they will be extra strict it depends on the province or city maybe.im not that sure coz i heard a lot of rumors
is it true or not?

im anna im a filipino i have foreign experts certificate which will expire in july. there are lots of filipinos whose having f visa and student visa in my city but actually teaching and working here they should be caught first or china must clean up illegal workers than those who are legally working or those who are having foreign experts.

Foreigners in China must obey the relevant rules anf laws of China, or they will be published or expelled out of China and forbidden to enter China again. If you plan to work in China illegally as the others, you wil be prepared to bear the serious consequences.
