Living in Georgia, no residence card, Can I get a tourist visa in the Chinese Embassy in Tbilisi?

Hello - I am an Nigerian living in Georgia. and my wife is a georgian .i married here in georgia am with there marriage documents but i don't have residence card i need a tourist visa to china , Can I get a tourist visa in the Chinese Embassy in Tbilisi?
