Visa fee structure

Hello, I'm a Bulgarian citizen.
I'd like to apply for a China visa from outside Bulgaria. Is the tourist visa fee structure dependent on the host country the visa is issued in, not only on the citizenship/passport-holding country?
Has there been a dramatic increase for the visa fees for Bulgaria passport holders?
I'm asking because in Hong Kong i was quoted prices as of ~USD 100+ (HKD750), for single entry tourist visa for Bulgaria passport holders, citing an increase on 'reciprocity" basis as of April 19, 2012.
Thank you for clarity on the current visa fee structure fr bulgarian passport holders.

Yes, you are right, visa fee may differ from the country where you apply for it. So, may I know where you apply for China visa this time?

I apply from HK.

If the visa fees differ, that's a great difference.
Last visa, issued in April, this year - about USD 30, now about USD 100! with references all over the Internet the visa is free for Bg citizens because of a bilateral agreement.

Did you entrust a travel agency for this processing, and the fee is for their service only? as I know, Bulgaria passport holders are exempted from visa fees to China.
