Emperors of Sui held supreme power and took control of all the issues. Under this level were three departments, Chancellery, Department of State Affairs, and Central Secretariat, charging six ministries of Personnel, Revenue, Rites, Defense, Justice, and Works.
In general, the economic condition of that period was extremely booming. The government valued agricultural development and made many measures to further promote it. With the opening up of the Grand Canal, the irrigation system along the river became stronger. Peasants can get a good harvest and even have extra cereals for sale. The handicraft industry also developed rapidly. The Grand Canal also made it possible for merchants in northern regions and southern area to exchange goods.
