Irish citizen in Tokyo wishing to attending summer course in Beijing

I'm an irish/french citizen who will be in Japan for two weeks, and have recently been informed that I can attend an academic summer school in Beijing from july 14-31. Firstly, do I need to obtain a visa in advance? If so, can I obtain a visa at the tokyo embassy by submitting my application when I first arrive and picking it up, say, 8 days later? Will a tourist visa suffice, or will I need a special conference visa? And what documents will I need?

Yes, you need to apply for a China visa in advance. If you only stay in Japan for two weeks, you can apply for a China tourist visa in your own country before leaving. Because a single entry China visa is valid for 3 months after issuance. It will be ok for you to enter from Japan. Documents required are your passport, application form attached with photo, return ticket and hotel reservation in China. The regular visa processing takes 4 working days. It can also be done through rush/express service.

In relation to my previous question about being an irish/french citizen in tokyo, I wasn't clear that I won't be going back to my home country before I go to china, as I am currently in Japan. So, does the same answer apply, but I just apply in tokyo instead?

If you are currently in Japan, you can apply for a China visa from Chinese embassy in Japan. I was told by my friend that foreign visitor to Japan should apply through a travel agency for China tourist visa. So, better contact the embassy first.
