Can a Libyan citizen get a visa to travel to China from your side?

I am a Libyan citizen and passport holder. General manager of OSOOL ALSHARQ CO., I need to visit China for some business, and as you know that the Chinese embassy was closed in Tripoli, can I get a visa from your embassy?.
Note that it's not first time I visit china. and I have a Big corporations with many companies over there.
