CAN I APPLY FOR HK VISA FROM Office of the goverment of HKSAR of China IN SHANGHAI , How long long does it normally take to have visa?

No, Hk office in Shanghai is only for economic and trade between mainland China and HK SAR. You should apply for the Hk visa from Immigration Division of Hk in Beijing at 71, Di'anmen Xidajie, Xicheng District, Beijing.
