About:China Visa on Arrival

5 days Shenzhen Visa on Arrival

Hi, Is it possible to get single entry Shenzhen tourist Visa on Arrival for 5 days from Hong kong entry port ?
Because I heard there is a new law from 2012

You can apply for a shenzhen visa either at Luo hu port, Shekou Port and Fuyong Port. Luohu is the busiest port between Shenzhen and Hong Kong. I have not heard any new law released about this so far.
