VoA to Shenzhen on 17 august 2012

I am indonesian,i have planning to traveling to shenzhen on 17 august 2012. I just want to make sure I can use VoA from Hongkong to shenzhen because last year (august 2011) my friend can't use VoA beacuse of big event at shenzhen (international sport event).
Please give me information about this matter,because I booked hotel at shenzhen,so if can't use VoA I will issued visa from my country,thank you
