Can a Dutch citizen apply for a Chinese Z-Visa in Holland if he does not live there?

Hi,

I'm Dutch and most recently lived in North America (resident status). I'm currently in China and I do not want to fly back to America. The question is whether a Dutch citizen can have a Chinese Z-Visa processed in Holland without being registered nor being a resident in Holland.
